Tax Break For Donations Extended

A bill introduced in Congress would allow charitable contributions for tsunami relief made through the month of January to be claimed as deductions on taxpayers' 2004 tax return.

Normally, any donations made in 2005 could not be claimed until taxpayers filed their 2005 tax returns a year from now.

The bill was sponsored by Finance Committee Chairman Charles Grassley, R-Iowa, and Sen. Max Baucus, D-Mont., and would allow charitable contributions made for tsunami relief through January 31st eligible for the exemption.

Both Grassley and Baucus said they hoped the legislation would bolster support for the private relief effort that is being led by presidents George H.W. Bush and Bill Clinton.

Over $200 million was raised as of last Tuesday.

Congress Convenes

Congress convened last Tuesday, marking the end of its 109th session. It looks forward to a year likely filled with partisan debates.

President Bush's expansive overhaul of social security is one of the many issues on this year's agenda that will grid-lock Congress along partisan lines. Still, issues like social security threaten party unity as well; moderate Republicans will find themselves tugged in alternate directions.

Tax code and immigration policies are two other enormously controversial issues that Congress will tackle this year.

In the House of Representatives, Republicans won 220-195 on a vote to change the manner in which the House's ethics committee grants permission to begin an investigation. The new rule requires a majority vote to begin an investigation, and with the panel evenly split between both parties, a partisan deadlock is assured.

As retirement of at least one of the Supreme Court Justice's is imminent this year, the Senate is in a heated debate over preparations for judicial confirmation. Senate Democrats have promise to filibuster any extreme nominees, causing Senate Republicans to retaliate by threatening to change debate rules.

Such a change would be disastrous to minority rights in the Senate--it currently guarantees unlimited debate unless 60 of the 100 members vote to stop--and may haunt Republicans in the future.

Democrats have vowed to start parliamentary warfare that would indefinitely bring the Senate to a standstill.

Applications are being accepted for the Geraldine R. Dodge Foundation’s Frontiers for Veterinary Medicine Fellowships.

Fellowships of up to $7,000 each will support veterinary students pursuing summer projects or research that promotes the humane treatment of animals.

QUARTERLY GRANT

ASSISTANCE PROGRAM

This program promotes professional development for arts organizations within five funding categories: Mini-Grants, Staff Exchange Grants, Consultant Grants, In-Service Training Grants and Special Grants.

TYPE OF AID: Up to a maximum of $1,500 depending on funding category with the exception of special projects. Call the Division for details.

ELIGIBILITY: Nonprofit organizations.

RECENT FUNDING: FY 04-05: $35,000

DEADLINES: For FY 04-05: July 12th 2004, October 12th 2004, January 12th, 2005

MATCHING REQUIREMENTS: Yes. A dollar-for-dollar match (50% of the total project cost). Of the match, 50% may be documented in-kind contributions.
